Information on Laneways – Pallets, Rolling Cages & Bins

- Fri 22 August, 2025
The accumulation of pallets & milk roll cages in laneways is of increasing concern in the city centre – due to the expanding number being discarded by businesses.
This is an issue as they can block an emergency exit, be used for anti-social purposes or (in the case of pallets) be a fire hazard impacting the safety of premises around a shared laneway.
If a business receives pallets or milk cages to their premises, it is the responsibility (as per the byelaws) of that business to ensure that the pallets and cages are returned with their delivery company – or are otherwise removed from the laneway.
Under the relevant byelaws, Dublin City Council can investigate, issue fines or escalate this issue to a Fire Prevention Officer.
In such an event, the Fire Prevention Officer could audit all buildings surrounding an impacted lane – doing a comprehensive check of a building’s fire safety measures to ensure compliance with regulations – and enforcing as necessary.
Similarly, a business can raise a concern directly with Dublin Fire Brigade’s Fire Prevention section by:
- Emailing fire.prevention@dublincity.ie
- Calling (01) 222 4000 (Mon-Fri, 9am to 5pm).
Again, it is solely the responsibility of a businesses to ensure that their logistics provider remove delivery-related materials in a prompt and timely manner.
We would also like to advise businesses to place locks on your bins and coordinate with your waste collectors in this regard in an effort to keep areas clean and clear.
Any questions, please email info@dublintown.ie.
